Senate Bill 639, which was passed by the General Assembly and signed by me on May 11,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1071.

AN ACT concerning

State Board of Law Examiners

FOR the purpose of extending the termination date of provisions of law relating to the
State Board of Law Examiners and admission to the Bar; clarifying the intent of the
General Assembly regarding the Maryland Program Evaluation Act; clarifying that
a governmental unit or activity under evaluation is required to provide certain
information to and cooperate with the Department of Fiscal Services and legislative
evaluation committee notwithstanding any law or rule requiring confidentiality of
the proceedings or records of the governmental activity or unit; prohibiting the
Department of Fiscal Services or an evaluation committee from disclosing certain
information; and generally relating to the State Board of Law Examiners and the
Maryland Program Evaluation Act.
