WILLIAM DONALD SCHAEFER, Governor                        H.B. 519

SECTION 2. AND BE IT FURTHER ENACTED, That the Superintendent of
th
e Maryland State Police shall submit to the Legislative Policy Committee on or before
January 1, 1991, a report on the 7-day waiting period affecting firearm purchases and
investigations required during that period.

SECTION 2. AND BE IT FURTHER ENACTED, That the Superintendent of the
Maryland State Police shall submit a report to the Legislative Policy Committee on or before
January 1, 1994, in accordance with § 2-1312 of the State Government Article, on the
implementation of the 7-day waiting period under Article 27, § 442 of the Code, including:

(1)     the number of applications to purchase or transfer a firearm that were
submitted in 1993 under Article 27, § 442 of the Code;

(2)     the number of applications that were approved or disapproved by the State
Police in 1993; and

(3)     the amount of time that it took for the State Police to make a determination
as to whether to approve or disapprove any such application.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 519.

This bill would allow rather than require the Department of Natural Resources to issue
nonreusable tags for possession of striped bass during a striped bass season. The bill also
would require that fishing guides obtain nonreusable tags only if required by the
Department.

Senate Bill 464, which was passed by the General Assembly and signed by me on May 27,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 519.
