A DENTAL HYGIENIST MAY NOT OWN OR OPERATE A DENTAL PRACTICE OR A
DENTAL HYGIENE PRACTICE.

SECTION. 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October July 1, 1993.

Dear Mr, Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 496.

This bill would create a temporary transfer permit and fee to sell, trade, or transfer
regulated firearms at tables or fixed displays at gun shows. Sales or transfers would be
performed in compliance with current law governing the sale or transfer of regulated
firearms by a licensed dealer. The bill would also provide for penalties for those
individuals who provide false information on an application for such a permit.

Senate Bill 330, which was passed by the General. Assembly and signed by me on May 11,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 496.

AN ACT concerning

Gun Shows - Sale, Trade, or Transfer of Regulated Firearms

FOR the purpose of establishing certain guidelines for the sale, trade, or transfer of
certain regulated firearms at gun shows; creating a certain parameter by which a
person can be established as being a firearms dealer; defining certain terms;
providing for a temporary pistol and revolver dealer's. license transfer permit;
establishing a certain fee; setting responsibility, for the possession and display of a
certain temporary license;
requiring a certain report; establishing a certain penalty
for violation of this Act provision; and generally relating to the sale, trade, or
transfer of regulated firearms.
