H.B. 483                                                   VETOES

(2) When, as to any optional bank holiday, the legal holiday differs from the
corresponding federal holiday, a banking institution may be closed on:

(i) Both holidays;

(ii) The legal holiday; or

(iii) The federal holiday.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 483.

This bill would authorize the county commissioners of code home rule counties to
establish departments of public facilities and services to be responsible for various public
works projects including water supply projects and wastewater and solid waste collection
and treatment. Sewer or water authorities, or sanitary districts or commissions established
under prior law would be abolished, and the functions of those entities would be
transferred to the department established under new law.

Senate Bill 627, which was passed by the General Assembly and signed by me on May 27,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 483.

AN ACT concerning               

Code Home Rule Counties - Water and Sewer Services

FOR the purpose of authorizing the county commissioners of a code home rule county to
establish and assign certain duties to a department of public facilities and services;
requiring the county commissioners to abolish certain entities if responsibility for
water and sewerage service is assigned to the department; specifying certain
requirements concerning the abolishment of certain entities; authorizing the county
commissioners to request certain information; providing that, if the county
