(II) INTERIM AMENDMENTS TO THE BOCA NATIONAL BUILDING
CODE INCLUDING SUBSEQUENT PRINTINGS OF THE MOST RECENT EDITION;

(2)      DEVELOP A VOLUNTARY FORUM THAT MAY BE USED, AT THE
REQUEST OF A LOCAL JURISDICTION, TO RESOLVE CONFLICTS INVOLVING THE
MARYLAND BUILDING PERFORMANCE STANDARDS; AND

(3)      ADOPT REGULATIONS TO CARRY OUT THE PURPOSES OF THIS
SUBTITLE.

(A) THIS SUBTITLE MAY NOT BE CONSTRUED TO ALTER OR ABROGATE THE
AUTHORITY OF THE STATE BOARD OF PLUMBING TO ADOPT AND ENFORCE THE
STATE PLUMBING CODE UNDER TITLE 12 OF THE BUSINESS OCCUPATIONS AND
PROFESSIONS ARTICLE.

(B) THIS SUBTITLE MAY NOT BE CONSTRUED TO ALTER OR ABROGATE THE
AUTHORITY OF THE STATE BOARD OF HEATING, VENTILATION, AIR CONDITIONING
AND REFRIGERATION CONTRACTORS TO ADOPT AND ENFORCE THE STATE
HEATING, VENTILATION, AIR CONDITIONING AND REFRIGERATION CODE UNDER
TITLE 9A OF THE BUSINESS REGULATION ARTICLE.

(C) THIS SUBTITLE MAY NOT BE CONSTRUED TO ALTER OR ABROGATE THE
AUTHORITY OF THE COMMISSIONER OF LABOR AND INDUSTRY TO ADOPT AND
ENFORCE STANDARDS UNDER ARTICLE 89, § 49B OF THE CODE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 422.

This bill would enact the NAIC Model Law governing reinsurance intermediaries, would
strengthen the law regarding acquisition of subsidiaries by insurers and the regulation of
extraordinary dividends, and would clarify the regulation of managing general agents.
This bill would also extend the existence of the Insurance Division until July 1, 2003.

Senate Bill 335, which was passed by the General Assembly and signed by me on May 27,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 422.
