Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 851.

This bill would transfer the Hazardous Waste Siting Board from the Department of
Natural Resources to the Department of the Environment.

House Bill 302, which was passed by the General Assembly and signed by me on April 26,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill' 851.

AN ACT concerning

Hazardous Waste Facilities Siting Program - Transfer to the Department of the

Environment Program

FOR the purpose of transferring the Hazardous Waste Facilities Siting Program from the
Department of Natural Resources to the Department of the Environment; making
stylistic changes; correcting certain statutory cross-references; providing for the
continuity of the Siting Board members, licences, permits, and other matters in
connection with the transfer of the Program; and generally relating to the transfer
of the Hazardous Waste Facilities Siting Program from the Department of Natural
Resources to the Department of the Environment.
