VETOES
(I) FOR" A STATE LICENSE ISSUED UNDER THIS ARTICLE, THE
STATE COMPTROLLER; AND
(II) FOR A LOCAL LICENSE ISSUED UNDER THIS ARTICLE, THE
BOARD OF LICENSE COMMISSIONERS OR OTHER LOCAL AGENCY EXPRESSLY
AUTHORIZED BY THIS ARTICLE TO ISSUE THE LICENSE OR, IN BALTIMORE CITY, THE
CLERK OF THE CIRCUIT COURT.
(2) "LICENSE ISSUING AUTHORITY" DOES NOT INCLUDE A CLERK OF A
CIRCUIT COURT, EXCEPT IN BALTIMORE CITY.
(S-1) (1) "LOCAL COLLECTING AGENT" MEANS:
(I) IN THE CITY OF ANNAPOLIS, THE CITY CLERK;
(II) IN BALTIMORE CITY, THE CLERK OF THE CIRCUIT COURT;
(III) (II) IN BALTIMORE, HOWARD, OR PRINCE GEORGE'S COUNTY
AND BALTIMORE CITY, THE DIRECTOR OF FINANCE;
(IV) (III) IN DORCHESTER OR ST. MARY'S CALVERT. DORCHESTER,
St. MARY'S, OR SOMERSET COUNTY, THE TREASURER OF THE COUNTY: AND
(IV) IN EACH OTHER COUNTY, THE BOARD OF LICENSE
COMMISSIONERS OR OTHER LOCAL AGENCY EXPRESSLY AUTHORIZED BY THIS
ARTICLE TO COLLECT FEES UNDER THIS ARTICLE.
(2) "LOCAL COLLECTING AGENT" DOES NOT INCLUDE A CLERK OF A
CIRCUIT COURT, EXCEPT IN BALTIMORE CITY.
(S-2) "LOCAL LICENSING BOARD" MEANS A BOARD OF LICENSE
COMMISSIONERS OF A COUNTY OR THE MAYOR AND ALDERMEN OF THE CITY OF
ANNAPOLIS.

(g) (6) Except for a license transferred to a new location, a Class 6 pub-brewery
license may be transferred under § 74 of this article if an application for transfer is filed
with the [respective board of license commissioners or alcoholic beverages license issuing
authority] LOCAL LICENSING BOARD and simultaneously filed with the State
Comptroller's office.
8.
(a) (1) A Class A beer license shall be issued by the [clerk of the circuit court]
LICENSE ISSUING AUTHORITY of the county in which the place of business is located
and shall authorize the holder thereof to keep for sale and sell beer at retail, in any
quantity to any consumers at the place therein described, and to deliver the same in a
sealed package or container, which package or container shall not be opened nor its
contents consumed on the premises where sold.
