court-approved trust established or the court-approved transfer of property income into
a trust made before October 1, 1993 that does not comply with this Act may not render
the protected individual ineligible for medical assistance for nursing facility care, if the
court-approved trust is modified to comply with the provisions of this Act on or before
October 1, 1993.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall be abrogated
and of no further force and effect, with no further action required by the General
Assembly if the Department of Health and Mental Hygiene, as the State agency
responsible for administering the Maryland Medical Assistance Program does not adopt
regulations that establish a medical assistance income eligibility categorical threshold for
nursing facility care by October 1, 1994.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 466.

This bill would allow the holders of Chesapeake Bay sport fishing special boat licenses to
fish anywhere in the tidewaters of the State, regardless of whether the boat owner is
fishing in the owner's boat. The Department of Natural Resources would be required to
issue a complementary Chesapeake Bay sport fishing license to such boat owners. If a
boat has more than one owner, only the person signing the special license application
would be entitled to the complementary license.

House Bill 520, which was passed by the General Assembly and signed by me on May 27,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 466.
