VETOES

SECTION 2. AND BE it FURTHER ENACTED, That this Act may not be
construed to have any effect on the County Commissioners of Garrett County serving on
the effective date of this Act, but shall be applied iii the election of the next Board of
County Commissioners in 1994.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 386.

This bill would amend Chapter 523 of the Acts of the General Assembly of 1991, the
Western Maryland Scenic Railroad Development Corporation Loan of 1991, to alter the
purpose of the loan to include the renovation, repair; rehabilitation, reconstruction,
construction; equipping, and improvement of the steam engines and passenger cars.

House Bill 263, which was passed by the General Assembly and signed by me on April 26,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 386.

AN ACT concerning

Western Maryland Scenic Railroad Development Corporation Loan of 1991

FOR the purpose of amending Chapter 523 of the Acts of the General Assembly of 1991,
the Western Maryland Scenic Railroad Development Corporation Loan of 1991, to
permit the proceeds to be used for the renovation, repair, rehabilitation,
reconstruction, construction, equipping, and improvement of the steam engines and
passenger cars belonging to the Railroad; and making this Act and an emergency
measure.

BY repealing and reenacting, with amendments,
