Further provided that this appropriation may
not be increased by budget amendment,

Further provided that no part of this
appropriation may be used for the
implementation of a new lottery game not
currently in existence. Should the Lottery
wish to implement a new game during FY
1994 it may request a deficiency
appropriation during the 1994 Session of
the General Assembly until the Legislative
Policy Committee has had 45 days to review
and consider the implementation of the new
