Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 326.

This bill would eliminate the requirement that a county, municipality, or special taxing
district impose a minimum SI per capita tax levy and file certifications of such levies as a
condition for the receipt of individual income tax revenue and highway user revenue.

House Bill 722, which was passed by the General Assembly and signed by me on May 11,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 326.

AN ACT concerning

State Revenue - Distribution - Certification of Tax Levy

FOR the purpose of eliminating certain property tax levy and certification requirements
related to the distribution of certain State revenues to certain local governmental
entities; requiring that a certain certification be made to the State Highway
Administration; and generally relating to certain conditions on the distribution of
certain State revenues to certain local governmental entities.
