(a) (2) (I) At least once every [2] 4 years, the Office of Legislative Audits
shall audit each unit of the State government.

(II) IN DETERMINING THE AUDIT SCHEDULE FOR A UNIT, THE
OFFICE OF LEGISLATIVE AUDITS SHALL TAKE INTO CONSIDERATION:

1.        THE MATERIALITY AND RISK OF THE UNIT'S FISCAL
ACTIVITIES WITH RESPECT TO THE STATE'S FISCAL ACTIVITIES;

2.        THE COMPLEXITY OF THE UNIT'S FISCAL STRUCTURE;
AND

3.        THE NATURE OF AUDIT FINDINGS IN THE UNIT'S PRIOR
AUDIT REPORTS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1993.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 257.

This bill would authorize funds to be used for the repair, renovation, rehabilitation, and
reconstruction of a building on Main Street in Laurel and for the excavation and grading
of the land on which the building is located. The property to be used as the Laurel
Historical Museum.

House Bill 563, which was passed by the General Assembly and signed by me on May 27,
1993, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 257.
