(3) Providing supplemental inspections and monitoring of sewage sludge
utilization sites by:
(i) Contracting with a county upon request of that county to provide
supplemental inspections and monitoring; and
(ii) Limiting the value of services provided under the contract to no
more than [35] 45 percent of the generator fees for sludge utilized in that county that is
generated outside of that county or service area.
SECTION 2. AND BE IT FURTHER ENACTED, That the Department of the
Environment shall report no later than September 1, 1993 to the House Environmental
Matters Committee and the Senate Economic and Environmental Affairs Committee on
the status of the Sewage Sludge Utilization Fund and on the progress of providing
support to counties under § 9-244(c) of the Environment Article, including any pilot
programs to be established under that subsection.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October June 1, 1993.

(House Bill 1439)
AN ACT concerning
Creation of a State Debt - Kensington Town Hall—Armory Senior Community Center
FOR the purpose of authorizing the creation of a State Debt not to exceed $1,100,000
$300,000 $150,000, the proceeds to be used as a grant to the Mayor and Town
Council of the Town of Kensington for the repair, renovation, rehabilitation,
reconstruction, and equipping of the Kensington Town—Hall/Armory Senior
Community Center, subject to the requirement that the Mayor and Town Council of
the Town of Kensington provide and expend a matching fund and present by a
certain date evidence that a matching fund will be provided; requiring the Mayor
and Town Council of the Town of Kensington to grant and convey a certain
easement to the Maryland Historical Trust; and providing generally for the issuance
and sale of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Kensington Town
Hall—Armory Senior Community Center Loan of 1993 in a total principal amount equal
to the lesser of (i) $1,400,000 $300,000 $150,000 or (ii) the amount of the matching fund
provided in accordance with Section 1(5) below. This loan shall be evidenced by the
