4. The capital investment in the hotel or motel facility is not
less than $400,000.

(q) (2) (i) In Montgomery County there is a special Class B license known as
Class B-BWL (H-M) which shall be issued only for hotels and motels that meet the
minimum requirements [as] set forth in [§ 19(a)(2)] SUBSECTION (A)(3) of this
[article] SECTION. All of the privileges and restrictions provided for in [§ 19(q)(1)]
PARAGRAPH (1) of this [article] SUBSECTION are applicable to this special Class B
license except that the gross receipts from the sale of alcoholic beverages may not exceed
the gross receipts from the sale of food, and registered guests may be served in their
rooms. In any instance where there is more than one licensed establishment within the
hotel or motel, the foregoing sales ratio shall be applicable only to one license and that
shall be the one that provides the food and beverage service to the conventions, banquets
and other groups that utilize facilities within the hotel or motel.

20.

(a) (1) A Class C beer, wine and liquor license shall be issued by the [clerk of
the circuit court] LICENSE ISSUING AUTHORITY of the county in which the place of
business is located, and shall authorize the holder thereof to keep for sale and sell all
alcoholic beverages at retail at any club, at the place therein described, for consumption
on the premises only; except in Kent and Queen Anne's Counties where beer may be sold
for consumption off the premises.

(2) The annual fee for such a license shall be two hundred and fifty dollars
($250.00), UNLESS OTHERWISE PROVIDED IN THIS SECTION, and shall be payable to
[such clerk,] THE LOCAL COLLECTING AGENT before any such license is issued, for
distribution as hereinafter provided.

(c) (1) In Anne Arundel County the annual license fee therefor shall be four
hundred dollars ($400.00).

[(i)] (2) In Anne Arundel County such a license shall be issued to any local
unit of a nationwide bona fide nonprofit organization or club composed solely of
members who served in the armed forces of the United States in any war in which the
United States has engaged, having a charter from a national veterans' organization prior
to the time of making application for such a license, having a bona fide membership of
not less than one hundred (100) persons and dues of not less than five dollars ($5.00) per
annum per person, which organization or club operates solely for such members, and
meets in a clubhouse principally used for no other purpose; the fee for such a license shall
be four hundred dollars ($400.00) annually. Such a license shall be subject to all other
provisions of this article relating to beer, wine and liquor licenses, Class C, in Anne
Arundel County.

[(ii)](3) In addition, a special Class C license shall be issued to any local
unit of a lodge, political organization or chapter of any bona fide nonprofit and
nationwide fraternal or service organization composed solely of members duly elected
and initiated in accordance with the rites and customs of such fraternal or service
organization, in existence and operation in Anne Arundel County prior to the time of
making application for such a license, and having bona fide membership of not less than
