(2) The State Department of Assessments and Taxation shall estimate and
certify to the Secretary of Health and Mental Hygiene the total valuations of real and
personal property subject to local taxation for each county.
(3) (i) Each county's share of its own minimum budget for local health
services shall be that percentage of half of the total estimated minimum budget of all of
the counties that the county's total estimated real and personal property valuations bear
to the total estimated real and personal property valuations of all the counties.
(ii) Each county's distribution of the funds available to the
Department of Health and Mental Hygiene for the provision of local health services shall
be the difference between the total estimated minimum budget for that county and the
county's share as determined under subparagraph (i) of this paragraph.
(iii) Notwithstanding the provisions of subparagraphs (i) and (ii) of this
paragraph, no county may be required to pay more than 80 percent of its minimum budget
or pay loss than 20 percent of its minimum budget as its local share.
(4) If a county approves appropriations for local health services less than
the local share required under this Act, the local health funds distributed by the State to
that county shall be reduced for that fiscal year by a proportionate amount.
SECTION 8. AND BE IT FURTHER ENACTED, That the Secretary of Health
and Mental Hygiene may adopt regulations necessary for the implementation of this Act.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Governor shall include in the State budget, beginning with Fiscal
Year 1995, at a minimum, sufficient funds for local health services as required by this Act.
SECTION 2. AND BE IT FURTHER ENACTED, That the funding required in
the State budget for local health services, exclusive of Special Fund and Federal
appropriations, shall be at least:
(a) $34 million for Fiscal Year 1995; and
(b) $39 million for Fiscal Year 1996.
SECTION 3. AND BE IT FURTHER ENACTED, That, as to appropriations
required by this Act, a local match may shall be required as a condition of any distribution
to a subdivision; however, in no circumstance may the required local match required by the
Secretary of Health and Mental Hygiene may not exceed the local match percentage
required for the subdivision for Fiscal Year 1994.
SECTION 9. 4. AND BE IT FURTHER ENACTED, That the appropriations
described in this Act shall be used for prevention programs including related
administrative expenses directed at the following:
(1) Reducing infant mortality;
(2) Preventing avoidable illness, disability, and deaths;
(3) Reducing teen pregnancy;
