the extent that the power contained in them is continuing or has not been exercised,
unless any law is expressly repealed by this Act, and the validity of any bonds issued under
previously enacted laws is hereby ratified, confirmed and approved. This Act, being
necessary for the welfare of the inhabitants of the County, shall be liberally construed to
effect its purposes. All Acts and parts of Acts inconsistent with the provisions of this Act
are hereby repealed to the extent of inconsistency.

SECTION 10. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1993.

AN ACT concerning

Charles County Ethics Commission - Appointment of Members - Subpoena Powers

FOR the purpose of providing a procedure for appointment of members of the Charles
County Ethics Commission; authorizing the Commission to administer oaths and
issue subpoenas; providing that the County Attorney shall prepare a form for use by
the Commission in issuing subpoenas; requiring a descriptive statement on the face
of the subpoena; providing that a subpoena may only be issued if signed by the
Commission Chairman and at least two at least three Ethics Commission members;
providing for the manner of service and enforcement of subpoenas under this
section; Act; providing for the continuance in office of certain members of the
Charles County Ethics Commission until the end of their terms; and generally
relating to the Charles County Ethics Commission.

Section 44-1 and 44-2 to be under the new chapter "Chapter 44 Ethics"
