WILLIAM DONALD SCHAEFER, Governor

Ch. 570

Counties, the Maryland Municipal League, and recyclers in the State, study and make
recommendations to the Governor and, subject to § 2-1312 of the State Government
Article, to the General Assembly no later than June 30, 1993 1994 on:

(a)     Opportunities opportunities to increase the use of products made from
recycled plastics, including traffic signals and signs, and plastic lumber; and.

(b)     Means of granting credit toward State and local recycling goals for State
and local units which procure recycled materials to replace nonrecycled materials.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1993.

(House Bill 956)

AN ACT concerning

Consumer Protection - Door-to-Door Solicitations

FOR the purpose of exempting certain transactions by certain persons from the
provisions of the Maryland Door-to-Door Solicitation Act; altering the amount of
time a consumer has to rescind a pledge made pursuant to a door-to-door
solicitation; providing that a consumer has a right to a refund or return of any
contribution made pursuant to a door-to-door solicitation under certain
circumstances; requiring a solicitor in a door-to-door solicitation to inform the
consumer of the consumer's right to a refund or return of the consumer's
contribution; requiring the pledge form given to a consumer in a door-to-door
solicitation to inform the consumer of the general purpose or purposes for which
the contribution will be used and of the consumer's right to a refund or return of the
consumer's contribution;
contain certain statements; defining a certain term; requiring
the solicitor to mail, upon request, a certain financial statement; providing that a pledge
to contribute is not an enforceable contract;
making technical corrections; and
generally relating to door-to-door solicitations.
