AN ACT concerning
Recycled Materials - Procurement
FOR the purpose of specifying that one of the purposes of the State Procurement Law is
to promote long-term efficiency through the use of recycled materials; requiring
State units to require certain statements by certain prospective bidders and offerors
concerning recycled materials in certain procurements; requiring the Office of
Recycling, in cooperation with other State agencies, to monitor the procurement of
recycled materials by State units, and to encourage pooling of certain procurements
of certain recycled materials; requiring the Board of Public Works to adopt certain
regulations by a certain date; requiring State agencies to make certain annual
reports to the Department of the Environment; requiring the State Highway
Administration to adopt certain standards by a certain date; requiring the Office of
Recycling, in connection with certain agencies and persons, to study and report on
certain issues by a certain date; providing for the effective date of this Act; and
generally relating to governmental procurement of recycled materials.

(a) By July 1, 1990, the Office of Recycling, in cooperation with the Department
of General Services and other State agencies, shall develop a recycling plan that reduces
