the WSSC submits its annual budget to the County Executives, the WSSC shall submit an
update to the report detailing the WSSC's progress in obtaining the goal required under
this section. The WSSC shall submit each annual update report to the same offices to
which it submits the original plan.
SECTION 10. AND BE IT FURTHER ENACTED, That until the completion of
the report required under Section 9 of this Act, but not earlier than July 1, 1991, the
WSSC may not implement a rate increase of greater than 9.9% for water and sower
charges as provided under Article 29, § 1-204(a)(5) of the Code.
SECTION 11. 10. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1993.

AN ACT concerning
Maryland-National Capital Park and Planning Commission - Labor Practices
MC/PG 22-93
FOR the purpose of prohibiting the Maryland-National Capital Park and Planning
Commission (MNCPPC), employees of the MNCPPC, and representatives of labor
organizations from engaging in- certain unfair labor practices; providing that the
expression of certain views may not constitute evidence of an unfair labor practice
under certain circumstances; authorizing a collective bargaining agreement that
includes certain maintenance or service fees; establishing procedures for the
resolution of charges that the MNCPPC, a public employee, or a labor organization
has engaged in an unfair labor practice; establishing procedures for the submission
of charges of unfair labor practices to an umpire; establishing a process for the
selection of an umpire; providing for judicial review of a final decision of an umpire;
and generally relating to unfair labor practices with regard to the
Maryland-National Capital Park and Planning Commission, its employees, and
representatives of labor organizations.
