On or before March 1, 1995, and on or before March 1 each year thereafter, when the
WSSC submits its annual budget to the County Executives, the WSSC shall submit an
update to the report detailing the WSSC's progress in obtaining the goal required under
this section. Each report shall also include an itemized accounting of revenue collected
under Article 29, § 6-113 of the Annotated Code of Maryland (System Development
Charge), including the amount of revenue collected and how the revenue has been used,
This report shall state the projects funded, the costs of the projects, and the amount of
system development revenues used. The WSSC shall submit each annual update report to
the same offices to which it submits the original plan. .
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October July 1, 1993.

AN ACT concerning
Montgomery County - Board of Education - Student Member - Voting Rights

FOR the purpose of permitting the student member of the Montgomery County Board of
Education to vote on the capital and operating budgets, school closings, reopenings,
and boundaries of the public schools of Montgomery County; prohibiting the
student member from voting or attending executive sessions on certain personnel
matters, with certain exceptions; and providing for the termination of this Act.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

3-701.
(e) (1) The student member shall be a bona fide resident of Montgomery
County and a regularly enrolled junior or senior year student from a Montgomery County
public high school.
