(2)     Representatives of the Child Advocacy Community and other appropriate
organizations shall be consulted in the development of the plan.

(3)     The plan shall include:

(i) A schedule for phasing in family preservation services with a goal that,
as resources are made available, all families determined to be suitable for these services after
July 1, 1995 shall receive them;

(ii) Descriptions of the types of children and families who shall receive
family preservation services;

(iii) Descriptions of the types of family preservation services available;

(iv) Descriptions of the situations in which the family preservation services
available would not be appropriate; and

(v) Procedures for providing family preservation services on an interagency
basis, when appropriate.

(c) The Special Secretary for Children, Youth, and Families, the Secretaries of Health
and Mental Hygiene, Human Resources, Juvenile Services, and Budget and Fiscal Planning,
and the State Superintendent of Schools may jointly develop and adopt regulations necessary
to implement the provisions of the joint plan developed under subsection (b) of this section.

(D) THE SPECIAL SECRETARY FOR CHILDREN, YOUTH, AND FAMILIES, THE
SECRETARIES OF HEALTH AND MENTAL HYGIENE, HUMAN RESOURCES, JUVENILE
SERVICES, AND BUDGET AND FISCAL PLANNING, AND THE STATE SUPERINTENDENT OF
SCHOOLS SHALL IMPLEMENT THE PLAN DEVELOPED UNDER THIS SECTION.

[(d)](E) (1) The Department of Health and Mental Hygiene, the Department of
Human Resources, the Department of Juvenile Services, and the Department of Education
may use funds that have been appropriated for out-of-home placement care and services to
provide family preservation services in accordance with the joint plan and any regulations
developed and adopted under this section.

(2) The joint plan developed under subsection (b) of this section shall identify
other resources and strategies for the provision and support of a broad range of family
preservation services.

[(e)](F) Subject to § 2-1312 of the State Government Article, by July 1, 1994, and by
July 1 of each year thereafter, the Special Secretary for Children, Youth, and Families, the
Secretaries of Health and Mental Hygiene, Human Resources, Juvenile Services, and Budget
and Fiscal Planning, and the State Superintendent of Schools shall submit a joint report to the
General Assembly on the costs and outcomes of State-funded family preservation services for
the previous fiscal year.

SECTION 2. AND BE IT FURTHER ENACTED, That on or before December 31,
1993 the Subcabinet for Children, Youth, and Families shall develop a plan for a system for
sharing client information among agencies as necessary to ensure efficient and effective service
delivery. The plan shall address issues related to confidentiality and parental consent to ensure
appropriate safeguards are provided. The Subcabinet shall report, on or before December 31,
