Ch. 556                                         1993 LAWS OF MARYLAND

(g) The members of the Advisory Committee serve without compensation.
However, they shall receive ordinary and reasonable expenses in accordance with the
Standard Travel Regulations necessarily incurred while discharging their duties as
members of the Advisory Committee.

(h) It is the responsibility of the Advisory Committee to:

(1)      Review issues relating to programs and services for children, youth, and
families;

(2)      Identify and recommend priorities among those programs and services,
and report such recommendations to the Special Secretary;

(3)      Monitor the activities of the Office and periodically report its findings
and recommendations to the Special Secretary; and

(4)      Adopt bylaws to carry out the provisions of this section.]
4.1.

(A) THERE IS A SUBCABINET FOR CHILDREN. YOUTH, AND FAMILIES.

(B) THE SUBCABINET FOR CHILDREN, YOUTH, AND FAMILIES CONSISTS OF:
(1) THE SPECIAL SECRETARY;
(2)
THE SECRETARY OF HEALTH AND MENTAL HYGIENE;

(3) THE SECRETARY OF HUMAN RESOURCES;
(4) THE SECRETARY OF JUVENILE SERVICES;

(5) THE STATE SUPERINTENDENT OF SCHOOLS;

(6) THE SECRETARY OF BUDGET AND FISCAL PLANNING; AND

(7) THE DIRECTOR OF THE OFFICE FOR INDIVIDUALS WITH DISABILITIES.

(C)  THE SPECIAL SECRETARY SHALL SERVE AS CHAIRPERSON OF THE
SUBCABINET FOR CHILDREN, YOUTH, AND FAMILIES AND SHALL BE RESPONSIBLE FOR
THE OVERSIGHT, DIRECTION, AND ACCOUNTABILITY OF THE WORK OF THE
SUBCABINET.

(D)      THE OFFICE FOR CHILDREN, YOUTH, AND FAMILIES SHALL PROVIDE THE
PRIMARY STAFF SUPPORT FOR THE SUBCABINET.

(E)      THE SPECIAL SECRETARY MAY CALL UPON ANY OF THE SUBCABINET
MEMBERS TO PROVIDE ADDITIONAL STAFF ASSISTANCE AS NEEDED.

(F) THE SPECIAL SECRETARY MAY ESTABLISH SUBCOMMITTEES TO CARRY OUT
THE WORK OF THE SUBCABINET.

(G) THE SUBCABINET SHALL MEET AT LEAST FOUR TIMES A YEAR.

(H) THE SUBCABINET SHALL:
