(c) (1) If the Committee permits a unit OR AN AGENCY OF A COUNTY OR
MUNICIPAL GOVERNMENT to publish a document in the Register and publication
otherwise would not be required, the Committee may require the unit OR AGENCY to
reimburse the Division for the cost of the publication.

(2) The Division shall bill for and collect the reimbursement.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

AN ACT concerning

Department of Economic and Employment Development - Transfer of Funds

FOR the purpose of authorizing the Secretary of Economic and Employment
Development to transfer certain funds within the Department; authorizing the
transfer of certain funds from the Department to the Economic Development
Opportunities Program Fund; and generally relating to the powers and duties of the
Secretary of Economic and Employment Development.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 83A - Department of Economic and Employment Development

1-205.

(a)     The Secretary shall be responsible for the budget of his office and for the
budgets of the other boards, offices, and agencies within the jurisdiction of the
Department.

(b)     The Secretary shall be responsible for promulgating rules and regulations for
his office. He shall review and shall have the power to approve or disapprove or revise the
rules and regulations of all of the boards, offices, agencies, commissions, or other units
within the jurisdiction of the Department.

(c)     The Secretary shall have a seal for purposes of authentication of copies of
records or papers in his office.
