(IV)    HOWARD COUNTY - IF IT APPROVES THE APPLICATION, THE
BOARD OF LICENSE COMMISSIONERS, RATHER THAN THE CLERK, SHALL ISSUE THE
LICENSE AFTER THE APPLICANT PAYS THE FEE TO THE DIRECTOR OF FINANCE.

[In Caroline and Carroll Counties, if the Board approves the application, the Board shall
issue the license upon payment to the Board of the fee required. For purposes of this
article, in Caroline and Carroll Counties the term "clerk" shall be deemed to mean
"Board of License Commissioners".]

(V)     In Prince George's County, the certificate of approval may not be
presented to nor payment made to the clerk of the court. If no such findings are made by
the Board, then the application shall be approved and the Board shall issue the license
applied for, after payment of the required fee to the Treasurer of Prince George's
County, and the Board shall maintain a record of licenses issued.

[In Howard County, if the Board of License Commissioners approves the application, the
Board shall issue the license after payment of the required fee to the Director of Finance
of Howard County. In addition, in Baltimore City, a license may not be issued by the
Clerk of the Circuit Court unless and until there is presented to him a certificate, issued
by the Bureau of Assessments, showing that there are no unpaid taxes on the
merchandise, fixtures and stock of the applicant due to the City of Baltimore or the State
of Maryland.]

63.

(a)     (1) Except as otherwise provided in this section, the clerk shall remit all
license fees collected [by him], less a commission of 5 percent for the issuance of each
license, to the board of county commissioners OR COUNTY FISCAL OFFICER for the
county, or to the Mayor and City Council of Baltimore, as the case may be. [; and the]

(2) THE board of county commissioners or Mayor and City Council of
Baltimore shall use the portion of the receipts as may be necessary to pay refunds as
[hereinafter] provided IN THIS SECTION, and devote the balance to the general
purposes of the county or city, as the case may be.

[(u)](3) The [Comptroller shall be entitled to] COMPTROLLER'S OFFICE MAY
retain from the license and permit fees collected by [him] THE OFFICE for the use of the
State of Maryland [such] sums [as may be] necessary to pay refunds on licenses issued
by [him] THE OFFICE and the expenses incurred by [him] THE OFFICE in the discharge
of the duties imposed by this article.

(b)     (1) THIS SUBSECTION APPLIES ONLY IN [In] Allegany County. [, upon]

(2) UPON receipt of the license fees by the Board of License
Commissioners, the Board shall remit that sum to the Director of Finance. The Director
of Finance shall remit and pay to each incorporated town or city in the County 50 percent
of the license fees received for the licenses that are issued for the places of business
located within the corporate limits of the respective town or city.

[(2)](3) (i) The chairman of the [Allegany] Board of License
Commissioners shall submit to the Director of Finance the total amount of the Board's
budget, including:
