grant authorized by this Act equal to the matching fund the College provides. Public
Works that a matching fund will be provided. If satisfactory evidence is presented, the
Board shall certify this fact and the amount of the matching fund to the State Treasurer,
and the proceeds of the loan equal to the amount of the matching fund shall be expended
for the purposes provided in this Act. Any amount of the loan in excess of the amount of
the matching fund certified by the Board of Public Works shall be canceled and be of no
further effect.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1993.

AN ACT concerning
Baltimore City - Local Code Enforcement
FOR the purpose of repealing from the Charter of Baltimore City certain provisions
relating to the enforcement of certain code violations at properties owned by
nonresidents of the State, including provisions governing an appointed receiver and
procedural requirements a provision authorizing the City of Baltimore to apply to
the Circuit Court of Baltimore for the appointment of a receiver; and authorizing
the Mayor and City Council to provide for the enforcement of local codes under
certain circumstances by seeking appointment of a receiver and other remedial
actions specifying that the Mayor and City Council have the authority to seek the
appointment of a receiver when conditions at certain real property constitute a
nuisance or threat to health and safety.
