(1) (I) THE FEDERAL ACT;
(2) (II) THE CARL D. PERKINS VOCATIONAL AND APPLIED
TECHNOLOGY EDUCATION ACT;
(3) (III) THE NATIONAL AND COMMUNITY SERVICE ACT OF 1990;
(4) (IV) THE ADULT EDUCATION ACT;
(5) (V) THE WAGNER-PEYSER ACT; AND
(6) (VI) PART F OF TITLE IV OF THE SOCIAL SECURITY ACT;
(7) (2) THE EMPLOYMENT PROGRAM ESTABLISHED UNDER § 6(D)(4)
OF THE FOOD STAMP ACT OF 1977; AND
(8) (3) EACH HUMAN RESOURCE PROGRAM DESIGNATED BY THE
GOVERNOR BY EXECUTIVE ORDER.
(F) (E) THE STATE COUNCIL MAY ADOPT ANY RULE OR REGULATIONS
NECESSARY TO CARRY OUT ITS POWERS AND DUTIES.
(G) (F) AS SOON AFTER JANUARY 1 OF EACH YEAR AS REASONABLY
POSSIBLE, THE STATE BOARD SHALL SUBMIT AN ANNUAL REPORT TO THE
GOVERNOR AND, SUBJECT TO § 2-1312 OF THE STATE GOVERNMENT ARTICLE, TO
THE GENERAL ASSEMBLY.

(f) The Secretary of Economic and Employment Development shall submit to the
[Governor's Employment and Training Council] STATE COUNCIL for review and
comment the Department's plan for the financial assistance program established by this
section to supplement available federal funds under the Job Training Partnership Act and
State and federal funds provided to implement the Family Support Act of 1988.
SECTION 2. AND BE IT FURTHER ENACTED, That Section(s) 21-101
through 21-106 of Article - Education of the Annotated Code of Maryland be repealed.
SECTION 3. AND BE IT FURTHER ENACTED, That Section(s) 21-107 and
the subtitle "Subtitle 1. Advisory Council on Vocational-Technical Education" of
Article - Education of the Annotated Code of Maryland be renumbered to be Section(s)
21-101 to be under the amended subtitle "Subtitle 1. County Advisory Council on
Vocational-Technical Education".
SECTION 4. AND BE IT FURTHER ENACTED, That, except as otherwise
provided in this Act, all rules and regulations, proposed rules and regulations, standards
and guidelines, policies, orders and other directives, permits and licenses, applications for
permits and licenses, forms, plans, memberships, special funds, appropriation, grants,
applications for grants, contracts, property, investigations, administrative and judicial
proceedings, rights to sue and be sued, and all other duties and responsibilities associated
with, and all matters pending before, the State Council on Vocational-Technical
Education shall continue in effect under the Work Force Investment Board until
completed, withdrawn, canceled, modified, or otherwise changed pursuant to law.
