otherwise impede a pending criminal prosecution in a manner which affects an
accused person's right to a speedy trial; defining a certain term; and generally

victims of crime a right to file an application for leave to appeal from certain
interlocutory or final orders and from the denial of certain rights; defining a certain term;
and generally relating to rights of crime victims.
