AN ACT concerning
Baltimore Convention Center Expansion Act of 1993
FOR the purpose of generally providing for authorizing the Maryland Stadium Authority
to provide for the expansion of the Baltimore Convention Center; altering the
number of persons appointed to the Maryland Stadium Authority; providing the
Mayor of Baltimore City with certain appointment and removal powers; altering the
number of members required for a quorum and an affirmative vote; altering the
Authority's powers; repealing certain obsolete provisions; clarifying certain
provisions; providing that funds appropriated for the purpose of the facilities be
maintained in certain funds; placing certain restrictions on the issuance and
repayment of bonds; providing certain provisions for the Baltimore Convention
Center Financing Fund; adding to the Authority's duties; defining certain terms;
making certain stylistic changes; authorizing the creation of State Debts of $20,000,000
and $30,000,000 to be issued in certain fiscal years, the proceeds to be used by the
Maryland Stadium Authority to be deposited in the Baltimore Convention Center
Financing Fund and to be used for the expansion of the Baltimore Convention Center,
including renovation of the existing Convention Center, subject to the requirement that
the Authority and Baltimore City enter into certain agreements; authorizing Baltimore
City to pay the principal of and interest on revenue bonds, notes or other
obligations (including refunding bonds, notes or other obligations) issued to finance
or refinance the acquisition, demolition, construction, renovation, expansion,
improvement, furnishing, or equipping of convention center facilities from the
revenues and receipts of the hotel room tax levied by the Mayor and City Council of
Baltimore, to the extent such revenues and receipts are appropriated annually by
the Mayor and City Council of Baltimore for such purpose; providing that certain
revenues and certain receipts may be pledged or assigned; and generally relating to
the authority of the Maryland Stadium Authority to provide for the expansion of the
Baltimore Convention Center, to the issuance of general obligation bonds for the
expansion and renovation of the Baltimore Convention Center, and to revenue bonds,
notes, and other obligations issued for convention center facilities,
