AN ACT concerning

Apprenticeship Incentive Program

FOR the purpose of establishing authorizing the establishment of an Apprenticeship
Incentive Program to be administered by the Department of Economic and
Employment Development in collaboration with the State Superintendent of
Schools and the Secretary of Higher Education; providing that funding for the
program shall be borne by grant recipients and transfers from the Senatorial
Scholarships and Delegate Scholarships programs; limiting, for a certain period, the
amount of the annual transfers to the Apprenticeship Incentive Program from the
Senatorial and Delegate Scholarships programs; abolishing, as of a certain date, the
Senatorial and Delegate Scholarships programs; providing for funding of the
Program; defining certain terms; specifying the entities to whom grants may be
made; specifying grant proposal evaluation criteria and procedures; specifying the
purposes to which grant awards may be put; requiring the State Scholarship
Administration to transfer certain funds to the Secretary of Economic and
Employment Development to make grant awards under the program; establishing
authorizing the establishment of an Apprenticeship Program Advisory Board and
specifying the membership and duties of the Board; requiring authorizing the
Secretary of Economic and Employment Development, in collaboration with the
State Superintendent of Schools and the Secretary of Higher Education, to adopt
certain regulations; establishing the date on which funding for the Program shall
begin; and generally relating to the authorization of the establishment,
administration, and funding of the Apprenticeship Incentive Program and the
abolishment, as of a certain date, of the Senatorial and Delegate Scholarships
programs.
