SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

23-305.

(b)(1) Except as provided in paragraph (2) of this subsection, each board of library
trustees:

(i) Shall establish and operate the library to provide free services to
residents of the county in which it is located; and

(ii) May permit persons outside of the county to use the library
facilities on the terms and conditions it determines.

(2) In BALTIMORE CITY AND Baltimore, Montgomery, and Prince George's
Counties, the board of library trustees may permit a library to charge fees for the rental
of video cassettes.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1993.

Charles County - Alcoholic Beverages
(Applicants - Security Check)

FOR the purpose of requiring the Charles County Board of License Commissioners to
obtain the police records of new alcoholic beverage license applicants, require the
new applicants to be fingerprinted, and forward the fingerprints to the Federal
Bureau of Investigation; specifying a maximum fee; requiring confidentiality and
destruction of records; prohibiting the delay of a hearing because the F.B.I, check
has not been returned; and generally relating to new applicants for alcoholic
beverage licenses in Charles County.
