Ch. 321                                     1993 LAWS OF MARYLAND

SECTION 2. AND BE IT FURTHER ENACTED, Notwithstanding the
provisions of any other law, including Section 1(3), Item 23.05.02(F) of Chapter 4 of the
Laws of Maryland, First Extraordinary Session, 1992, and Section 2, of Chapter 421 of the
Laws of Maryland, 1990, it is the intent of the General Assembly that the District Court
facility located in the Owings Mills area of Baltimore County be housed on the grounds of
th
e Rosewood Center. facilities be located in the Dundalk and Owings Mills areas of
Baltimore County until June 30, 1997.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

(House Bill 664)

AN ACT concerning

Education - Kindergartens - Program Administration

FOR the purpose of clarifying that Chapter 463 of the Acts of the General Assembly of
1991 may not be construed to require any alteration in the mann
er in which local
schools administer kindergarten programs in the State
specifying that kindergarten
programs in the State are not subject to a certain requirement for minimum days or
hours of operation; and providing for the construction of this Act.

BY repealing and reenacting, without with amendments,

Preamble

WHEREAS,In 1991 approximately 95% of Maryland's 5 year olds attended a
school kindergarten program and the State desir
ed to require that all 5-year-olds attend
such programs; and

WHEREAS,Chapter 163 of the Acts of the General Assembly of 1991 made
attendance in kindergarten programs mandatory for all 5-year-olds in the State; and

WHEREAS,This legislation did not consider and did not intend to affect the
manner in which school kindergarten programs are administered by the schools in the

State; and

WHEREAS,The integration of Chapter 463 of the Acts of the General Assembly
of 1991 with other laws may be interpreted, contrary to the State's intent, to mandat
e an
expansion of services that are currently being provided in kindergarten programs; and
