CHAPTER 266
(Senate Bill 746)

AN ACT concerning

Clerks of Circuit Courts - Returnable Containers and Laundered Articles

FOR the purpose of transferring from the clerks of the circuit courts to the Secretary of
State responsibility for maintaining a registry of returnable containers and
laundered articles; permitting the Secretary of State to set reasonable fees for
recordation of such containers and articles and copies of documents relating to such
containers and articles; repealing provisions relating to assessment, collection, and
accounting of fines and costs in certain types of criminal cases; providing for the
transfer of certain records; providing for the effect of this Act on currently
registered containers and articles; providing for the construction of this Act as it
pertains to certified copies of certain records; making stylistic changes; and
generally relating to clerks of circuit courts and the Secretary of State.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 27 - Crimes and Punishments

471.

Any and all persons, partnerships or bodies corporate owning returnable containers,
or dealing in any commodities handled or delivered in returnable containers, which said
containers bear securely affixed or attached thereto, or impressed or imprinted thereon,
in any manner whatsoever, a name, mark or device whereby such container can be readily
identified, or any person engaged in the business of regularly supplying clean laundered
