Section 24 (a) and (b)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 10 - Dorchester County
10-21.
The County Commissioners [of Dorchester County] shall, at the end of each fiscal
year or more often if it shall be deemed necessary, have an audit made of the accounts of
the Treasurer and Collector for Dorchester County. [Said] THE audit shall show how
much was appropriated under each item of the budget and also how much was expended
under each item of [said] THE budget, and it shall show especially if any item of [said]
THE budget has been exceeded and by how much. A copy of [said] THE audit shall be
delivered by the Auditor to the Clerk of the Circuit Court for Dorchester County, and the
Judge of the Circuit Court who delivers the charge to the grand jury at the March session
[thereof in] each year shall call the attention of the grand jury to [said report] THE
AUDIT and shall state to the grand jury any item of [said] THE budget that may be
overdrawn and by how much [said] THE item has been overdrawn. The Court shall also
call the attention of the grand jury to the penalty for expending money on any item of
[said] THE budget in excess of the amount levied for and stated in [said] THE budget.
A summary of all expenditures [of the County Commissioners for Dorchester County]
shall be published [every three (3) months, showing the expenditures for the preceding
three (3) months, in such newspaper or newspapers having general circulation in
Dorchester County and the City of Cambridge as said Commissioners shall determine] IN
ACCORDANCE WITH ARTICLE 25, § 24(B), ANNOTATED CODE OF MARYLAND, AND AN
ITEMIZED STATEMENT OF COUNTY EXPENSES SHALL BE AVAILABLE FOR PUBLIC
INSPECTION IN THE OFFICE OF THE CLERK TO THE COUNTY COMMISSIONERS.
Article 25 - County Commissioners
24.
(a) [They] THE COUNTY COMMISSIONERS shall make out and publish annually
in at least two newspapers published in their respective counties if there be two, a
detailed, minute and accurate statement of the expenses of their [said counties]
COUNTY, specifying therein each particular item of expense, and for what and to whom
paid[, and the]. A clerk of the county commissioners who fails to perform the duty
imposed by this section shall forfeit [the sum of one hundred dollars] $100.
