(10) On or after July 1, 1993, if the individual is at least 18 years of age and
has never held a driver's license issued by the Administration or by any other state, unless
the individual successfully completes a 3-hour alcohol and drug education course
established by the Administration under § 16-212.1 of this subtitle.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

AN ACT concerning
Income Tax - Distribution of Revenues
FOR the purpose of providing for a distribution of income tax revenue from individuals,
in an amount necessary to administer the income tax laws, to an administrative cost
account; providing for distribution of the remaining income tax revenues from
individuals to the General Fund of the State; that the amount needed for the
counties' share of the cost of administering the income tax laws be included within
the distribution; providing for the intent of the General Assembly regarding the
administrative cost account established by this Act; and generally relating to
distribution of income tax revenues from individuals.
