CALENDAR YEAR PRECEDING THE FISCAL YEAR IN THE CONSUMER PRICE INDEX -
ALL URBAN CONSUMERS - MEDICAL CARE AS PUBLISHED BY THE UNITED STATES
BUREAU OF LABOR STATISTICS TO THE MARYLAND AUTOMOBILE INSURANCE
FUND; AND

B. THE BALANCE TO THE GENERAL FUND.

SECTION 1. 2. AND BE IT FURTHER ENACTED BY THE GENERAL
ASSEMBLY OF MARYLAND, That, for fiscal year 1993, notwithstanding any other
provision of law, on or before June 30, 1993, the Governor shall transfer to the General
Fund:

(1)     $1,000,000 of the funds in the account of the Shore Erosion Control
Construction Loan Fund established under § 8-1005 of the Natural Resources Article;

(2)     $500,000 of the funds in the account of the Environmental Trust Fund
established under § 3-302 of the Natural Resources Article;

(3)     51,100,000 of the funds in the account of the Maryland Agricultural Land
Preservation Fund established under § 2-505 of the Agriculture Article;

(4)     $3,000,000 of the funds in the account of the Bond Insurance Fund established
under § 13-120 of the Financial Institutions Article;

(5)     $1,825,000 of the funds in the account of the Special Loan Programs Fund
established under Article 83B, §§ 2-313 and 2-708 of the Code;

(6)     $1,075,000 of the funds in the account of the Homeownership Programs Fund
established under Article 83B, §§ 2-613 and 2-1006 of the Code; and

(7)     $1,500,000 of the funds in the account of the Rental Housing Programs Fund
established under Article 83B, §§ 2-505 and 2-805 of the Code.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That, for fiscal year 1993,
notwithstanding any other provision of law, on or before June 30, 1993, the Governor
shall transfer $200,000 of the funds in the account of the Revolving Preliminary Planning
Fund established under § 3-608 of the State Finance and Procurement Article to the
Annuity Bond Fund, and that the transfer of these funds shall be exempt from the
requirement for reimbursement under § 3-608(c) of the State Finance and Procurement
Article.

SECTION 3. AND BE IT FURTHER ENACTED, That, notwithstanding any
other provision of law, for fiscal year 1993 only, $29,982,000 of the funds in the
Transportation Trust Fund which have not been pledged or otherwise committed to the
payment of or as security for the payment of any bonds or debt issued or incurred
pursuant to the Transportation Article shall be transferred by appropriate action of the
Governor to the General Fund on or before June 30, 1993.

SECTION 4. AND BE IT FURTHER ENACTED, That, notwithstanding the
provisions of § 13-209(c)(5) of the Tax - Property Article or any other provision of law
and unless provided otherwise by separate legislation passed at the 1993 Session of the
General Assembly, for the fiscal year commencing July 1, 1993 only, the revenue received
