AUTHORITY OF THE STATE BOARD OF HEATING, VENTILATION, AIR CONDITIONING
AND REFRIGERATION CONTRACTORS TO ADOPT AND ENFORCE THE STATE
HEATING, VENTILATION, AIR CONDITIONING AND REFRIGERATION CODE UNDER
TITLE 9A OF THE BUSINESS REGULATION ARTICLE.

(C)     THIS SUBTITLE MAY NOT BE CONSTRUED TO ALTER OR ABROGATE THE
AUTHORITY OF THE COMMISSIONER OF LABOR AND INDUSTRY TO ADOPT AND
ENFORCE STANDARDS UNDER ARTICLE 89, § 49B OF THE CODE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

AN ACT concerning

Air Quality - Low Emissions Vehicle Program

FOR the purpose of requiring permitting the Department of the Environment to establish
a Motor Vehicle Emissions Certification Program for certain motor vehicles
beginning on a certain date under certain circumstances; requiring the Department
to establish certain vehicle emissions standards and a certain compliance program
for certain motor vehicles; clarifying that the program does not include any
requirement relating to motor vehicle fuels; prohibiting the Department from
requiring the sale or use of certain types of gasoline; providing for the termination
of this Act under certain circumstances; requiring the suspension of any program
established under this Act under certain circumstances; providing for a certain
study and report regarding air pollution control strategies; prohibiting the use of
State funds to pay for the study and report; specifying that the Department is not
required to implement certain provisions under certain circumstances; authorizing
the Department to implement the program early under certain circumstances;
requiring the Department to work in cooperation with certain jurisdictions .for
certain purposes; authorizing the Department, under certain circumstances, to
adopt, by reference, regulations, procedures, and data of a certain jurisdictions.

registering certain motor vehicles under certain circumstances; providing certain
exemptions under certain circumstances; prohibiting persons from transferring or
offering to transfer certain motor vehicles under certain circumstances; prohibiting

certain motor vehicles under certain circumstances; authorizing the Department
and the Motor Vehicle Administration to adopt certain regulations; defining certain
terms; providing certain penalties; and generally relating to the establishment of a
Motor Vehicle Emissions Certification Program.
