the State; establishing the salaries of the Chief Judge and associate judges of the
Family Court; providing for the appointment of a Chief Clerk and other clerical and
administrative staff of the Family Court; establishing the powers and duties of the
Chief Clerk; providing for fees, court costs and charges for the Family Court;
providing for appeals from decisions of the Family Court; authorizing the Chief
Judge of the Court of Appeals to cross designate certain judges for a certain
purpose; defining certain terms; repealing certain provisions of law that are
inconsistent with the provisions of this Act and making certain conforming changes;
providing for the repeal of laws inconsistent with this Act; declaring the intent of
the General Assembly; requiring the publishers of the Annotated Code of Maryland
to correct certain cross references; making this Act contingent upon the passage of
a certain Constitutional amendment; providing for a delayed effective date; and
generally relating to the establishment, jurisdiction, operation, administration, and
maintenance of the Family Court stating the intent of the General Assembly that
family, domestic, and juvenile matters be treated by the judicial system in a certain
manner; stating the intent of the General Assembly that a Family Division be
established in certain circuit courts, that the Chief Judge of the Court of Appeals
take certain actions to establish certain family divisions, and that the judges of a
Family Division have certain training and experience; allowing the Chief Judge of
the Court of Appeals to establish a Family Division in a circuit court in a certain
manner; requiring that only judges of a certain temperament be assigned to a
Family Division; allowing the Chief Judge of the Court of Appeals to assign certain
matters to a Family Division; requiring a judge assigned to a Family Division to
devote full time and attention to the Family Division under certain circumstances;
requiring certain staffing and resources for a Family Division; allowing the adoption
of rules; requiring the Chief Judge of the Court of Appeals to develop a certain plan
and issue a certain report by a certain date; requiring authorizing the Chief Judge of
the Court of Appeals to provide for the continuance of certain domestic relations
masters when establishing a Family Division under certain circumstances; and
generally relating to the establishment of a Family Division of a circuit court.
