(i) Any appointed or elected official of this State, including:

1. Clerk of the circuit court;

2. Register of wills;

3. State's Attorney; and

                                  4. Sheriff;                                                                                                   

(ii) An employee of the Office of the Sheriff of Baltimore City;

(iii) An additional employee or agent of the State Racing Commission
authorized by § 11-207 of the Business Regulation Article, subject to approval by the Board of
Trustees;

(iv) Permanent employee of the boards of supervisors of elections as
provided in § 4-201 (f) of this title; [and]

(v) Master in chancery or master in juvenile causes who is appointed after
June 30, 1989, in any county by the circuit court for that county and who serves on a full-time
basis as a master; AND

(VI) AN EMPLOYEE OF THE MARYLAND ENVIRONMENTAL SERVICE
WHO IS A MEMBER OF THE PENSION SYSTEM ON JUNE 30, 1993 OR TRANSFERS FROM THE
RETIREMENT SYSTEM ON OR AFTER JULY 1, 1993.

Article - Natural Resources

1-104.

(j) The Secretary may exercise or perform any power, duty, responsibility, or
function which any of the following units, or their successors, may exercise or perform:
the Maryland Geological Survey, the Wildlife Administration, the Natural Resources
Police Force, the Forest and Park Service, the Water Resource Administration, [the
Maryland Environmental Service,] the Energy Administration, and the Tidewater
Administration.

3-101.

(a)     In this subtitle, the following words and terms have the meanings indicated.

(b)     "BOARD" MEANS THE BOARD OF DIRECTORS OF THE MARYLAND
ENVIRONMENTAL SERVICE.

(B-1) "Bonds" means all bonds or other evidences of indebtedness of the Service
other than notes, whether general or limited obligations of the Service.

(c)     "Cost" as applied to a water supply project, a solid waste disposal project, a
wastewater purification project, a service area, a service district, or to any activity
undertaken by the Service, includes: (1). the cost of construction or acquisition, including
the purchase price of any existing project or the cost of acquiring all or any portion of the
right, title, or interest in the project and the amount to be paid to discharge all obligations
necessary to vest title to the project or any part of it in the Service or other owner; (2) the
