(ii) The member shall have an opportunity to be heard publicly before
the State Board in his own defense, in person or by counsel.

(4) A member removed under this subsection has the right to a de novo
review of the removal by the Circuit Court for Carroll County.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

Governor's Advisory Board for Telecommunications Relay - Composition

FOR the purpose of altering the composition of the Governor's Advisory Board for
Telecommunications Relay; and generally relating to the Governor's Advisory
Board for Telecommunications Relay.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 41 - Governor - Executive and Administrative Departments

6-504.

(a) The Board shall be composed of [15] 12 individuals appointed by the
Governor, who shall designate the chairman, including:

(1)     5 representatives of the hearing impaired;

(2)      [4 representatives of telecommunications providers;

(3)] 1 representative of the mobility impaired community who requires the
use of specialized customer premises equipment;

[(4)] (3) 1 representative of the speech-impaired community who requires
the use of specialized customer premises equipment;

[(5)] (4) 1 representative of the senior citizen community who requires the
use of specialized customer premises equipment;
