controlled hazardous substance facility after consideration of, among other things, the
following:

(a) The Department may bring an action for an injunction against any person who
violates any provision of this title or any regulation, order, or permit adopted or issued by
the Department under this [subtitle] TITLE.

8-511.

The Attorney General shall take charge of, prosecute, and defend on behalf of this
State every case arising under the provisions of this [subtitle] TITLE, including the
recovery of penalties.
