CHAPTER 128
(House Bill 152)

AN ACT concerning

Vehicle Laws - Special Registration Plates

FOR the purpose of revising and clarifying certain provisions of law relating to the
issuance of special vehicle registration plates; repealing provisions of law relating to
special registration plates for members of the Pearl Harbor Survivors Association in
order to consolidate provisions relating to organizational license plates; altering the
fee for certain plates displaying emblems or logos; expanding the class of recipients
of combat-related armed forces medals who are eligible to apply for certain special
registration plates; requiring the Motor Vehicle Administration, in consultation
with certain persons, to adopt certain regulations; authorizing the Administration to
adopt certain regulations; providing for the construction of this Act; providing for a
delayed effective date; and generally relating to special registration plates.

Preamble

WHEREAS, The General Assembly finds that there are inequities in the current
fee structure with respect to special registration plates issued by the State to various
individuals and organizations; and

WHEREAS, Despite administrative and legislative efforts in recent years, the
number and types of special registration plates have proliferated with the attendant
problems and increased costs associated with the design, manufacture, storage, and
distribution of the plates; and

WHEREAS, The lack of uniformity with respect to special registration plates not
only increases administrative costs, but has a negative impact on law enforcement; and

WHEREAS, It is the intent of the General Assembly that qualified organizations
and individuals
eligible individuals and organizations have equal access to, and be
charged equal fees for, special registration plates; and
