Public Works, a recipient of the proceeds of a loan under this Act shall submit evidence
satisfactory to the Board that none of the proceeds of the loan or any matching funds
have been or are being used for a purpose prohibited by this Act.

SECTION 12. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1993.

AN ACT concerning

Driver's License - Suspension - Restricted License

FOR the purpose of providing that a suspension, revocation, or restriction of a Maryland
driver's license by the Motor Vehicle Administration is effective at the time of the
decision unless otherwise ordered; providing that credit for a period of restriction
does not commence until the Motor Vehicle Administration is in possession of the
licensee's driver's license or in possession of a certain certification concerning that
license; making this Act an emergency measure; and generally relating to the
suspension and revocation of drivers' licenses.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Transportation

16-210.

(a)     On canceling, suspending, or revoking a driver's license, the Administration
shall require that the license be surrendered to and retained by the Administration.

(b)     At the end of a suspension period, the Administration shall return the driver's
license to the licensee.

(C) WHEN THE ADMINISTRATION SUSPENDS OR REVOKES A MARYLAND
DRIVER'S LICENSE OR ISSUES A RESTRICTED LICENSE, THE SUSPENSION,
REVOCATION, OR RESTRICTION IS EFFECTIVE AT THE TIME THE DECISION IS
RENDERED, UNLESS OTHERWISE ORDERED BY THE ADMINISTRATION.
