(C) Fair Hill Natural Resources Management Area. Construct Phase I
development of equestrian facilities, provided that the $93,000
included in this appropriation for the entrance road may not be
expended unless at least equal and matching funds are made
available from a source or sources other than the State (Cecil
County). THE MATCHING FUNDS MAY CONSIST OF FUNDS
EXPENDED PRIOR TO THE EFFECTIVE DATE OF THIS ACT AND
IN KIND CONTRIBUTIONS..........................................................................

(A)    Renovate the Albert M. Powell Fish Hatchery. Revenues from the
Fisheries Management and Protection fund will be used to retire
the bonds issued for this project. If revenues from that Fund are
insufficient to make any debt service payment, funds shall be
provided through the State property tax to pay in full the principal
and interest on the bonds when due (Washington County) ...........

(B)     RENOVATE THE BEAR CREEK FISH HATCHERY. PROVIDE A
PORTION OF THE FUNDS TO RENOVATE THE BEAR CREEK FISH
HATCHERY. REVENUES FROM THE FISHERIES MANAGEMENT
AND PROTECTION FUND SHALL BE USED TO RETIRE THE
BONDS ISSUED FOR THIS PROJECT. IF REVENUES FROM THAT
FUND ARE INSUFFICIENT TO MAKE ANY DEBT SERVICE
PAYMENT, FUNDS SHALL BE PROVIDED THROUGH THE STATE
PROPERTY TAX TO PAY IN FULL THE PRINCIPAL AND INTEREST
ON THE BONDS WHEN DUE. (GARRETT COUNTY)..........................

35.02.00                                DIVISION OF CORRECTION

Headquarters:

Acquire Land For A New 720 cell Medium/Minimum Security
Facility [(site to be determined)] (ALLEGANY COUNTY),
provided that no funds may be expended until the Department of
Public Safety and Correctional Services has submitted an approved
program plan for the new 720 cell prison, including a phasing plan,
a General Services cost estimate and an aggregate appraised
property value for the 180 acres comprising the Celanese
Corporation site in Allegany County which the department intends
to purchase and use for the purpose of constructing the new
medium/minimum security facility, and the budget committees
have reviewed and commented upon the program plan, or 45 days
have elapsed from the date the program is received by the
committees.

Further provided that it is the intent of the General Assembly
