designing AND CONSTRUCTING the new support services

expended until:

(1)    The Department of Public Safety and Correctional Services
has submitted an approved program plan and a food service
delivery plan for the Jessup region, and

(2)    The budget committees have reviewed and commented upon
the program plan, or 45 days have elapsed from the date the

Maryland Correctional Institution - Hagerstown (Washington County):

Electrical and plumbing system upgrades and cell door
replacement, provided that no funds may be expended until the
Department of Public Safety and Correctional Services has
submitted an approved program plan for plumbing system
upgrades and cell door replacements and, the budget committees
have reviewed and commented upon the program plan, or 45 days
have elapsed from the date the program is received by the
