(4) To provide a portion of the funds to construct a new 720-bed
medium-security correctional institution at the Maryland
Correctional Institution - Hagerstown Complex (Washington
County), provided that the perimeter security at all State
correctional facilities in Washington County shall be at least
equivalent to perimeter security of a State medium-security
correctional institution. THE AMOUNT OF FUNDS IN THIS
APPROPRIATION NOT ENCUMBERED FOR THE PURPOSES
IDENTIFIED ABOVE AS OF JUNE 1, 1993 SHALL BE USED TO
PROVIDE A PORTION OF THE FUNDS TO DESIGN AND
