HOMELESS SERVICES PROGRAM

(A)    Homeless Facilities. Provide grants to acquire, design, construct,
renovate, and equip shelter facilities for the homeless, provided
that no funds may be expended until regulations defining the
administration of the program are approved by the Administrative,
Executiv
e and Legislative Review Committee, provided that this
appropriation may not be expended until the Department of Human
Resources has established guidelines as to the process for clients to
request funds, how funds will be allocated, and criteria for eligibility;
and the budget committees have reviewed and commented upon the
program guidelines, or 45 days have elapsed from the date the
guidelines are received by the committees

(B)    My Sister's Place Lodge. Provide a grant, administered by the
Department of Human Resources, to Associated Catholic Charities,
Inc. to acquire, design, renovate, and equip a replacement facility for
homeless individuals (Baltimore City)

35.01.01                     DEPARTMENT OF PUBLIC SAFETY AND

CORRECTIONAL SERVICES

The Department of Public Safety and Correctional Services shall
submit quarterly reports, beginning July 1, 1993, on the status of
any capital projects having a proposed programmatic change which
will result in an increase of:

(1)    7.5% or more of the project cost estimate approved by the
General Assembly at the time funds for that project were
approved, and/or

(2)    5% or more of the gross square footage approved by the
General Assembly at the time funds for that project were
approved.

No increase in excess of 7.5% of a total project's cost or 5% of a
total project's gross square footage may be approved or
implemented prior to review and comment by the budget
committees, or the passage of 45 days from the receipt of the
quarterly report containing the proposed modification(s).

(A) Public Safety Capital Improvements Fund. Provide a fund to
