public participation in certain permit decisions by the Department of the
Environment; defining certain terms'; establishing procedures for applications,
notices, and hearings on environmental permits; repealing certain provisions
relating to environmental permits; requiring the Hazardous Waste Facilities Siting
Board and the Secretary of Natural Resources to adopt regulations that provide
notice and a contested case hearing, under certain circumstances, regarding the
issuance or denial of a certificate of public necessity and the issuance or denial of a
permit to construct a facility in a coastal area; providing for the application of this
Act; making certain technical changes; and generally relating to the conduct of
administrative hearings.
