13-104.

(1)   "Authority" means the Maryland Food Center
Authority, created by [§ 6-103] § 13-103 of this subtitle.

(2)  "Cost of the market" and "cost of the park" mean
the purchase price, the cost of all land, property rights,
easements, and franchises, deemed necessary for the construction
and establishment of the market or the park, the cost of
relocation of wholesale food dealers or tenants referred to in [§
6-105(8)] § 13-105(8) OF THIS SUBTITLE, the cost of all labor,
materials, machinery and equipment including expenses of
relocating public utility facilities referred to in [§ 6-105(5)]
§ 13-105(5) OF THIS SUBTITLE, etc., financing charges, interest
prior to and during construction, cost of engineering,
architectural and legal services, plans, specifications, surveys,
estimates of costs and of revenues, other expenses necessary or
incident to determining the feasibility or practicability of such
construction, administrative expense and such other expenses as
may be necessary or incident to the financing herein authorized
and to the construction and establishment of the market or the
park; and the placing of them in operation.

(b) The advisory council is composed of 11 members. If an
executive director of the Authority has been appointed by the
Authority, the executive director shall be an ex officio member
of the council, and his tenure of office shall coincide with the
term for which he shall hold the position of executive director
of the Authority. The ex officio member of the council has all
rights incidental to membership on the council, except that he
does not have the right to vote on matters coming before the
