The following enumerated express powers are granted to and
conferred upon any county or counties which hereafter form a
charter under the provisions of Article XI-A of the Constitution,
that is to say:
(J)
To prevent, abate and remove nuisances; to prevent the
introduction of contagious diseases into such county; AND to
regulate the places of manufacturing soap and candles and
fertilizers, slaughterhouses, packinghouses, canneries,
factories, workshops, mines, manufacturing plants and any and all
places where offensive trades may be carried on, or which may

viewers is favorable to the project and the board of county
commissioners shall so find after hearing all the evidence, they
shall make such recommendations as they think proper to the
viewers, and direct them to make a complete survey, plans and
specifications, and estimate of cost for the tiles, drains or
levees, or other improvements, and fix a time when said engineer
and viewers shall complete and file their final reports, not
exceeding sixty days, unless extended by the commissioners in
writing.
DRAFTER'S NOTE:
Members of the board of directors elected or appointed under
§ 181 or [182] § 182 of this subtitle shall hold office for a
term of three years and until their successors are elected or
appointed, provided that any person elected or appointed to fill
a vacancy caused by death or resignation shall hold the office
for the unexpired term and until his successor is elected or
appointed. In case of a vacancy on the board of directors caused
by death, resignation, or for any reason the board of county
commissioners shall have authority to appoint a director to serve
until the next annual meeting.
