(c)  The voting membership of the Council shall consist of
the following 23 members:

(2) 5 members of the General Assembly, each of whom
resides in Allegany COUNTY, Garrett COUNTY, or Washington
[counties] COUNTY, their terms as voting members to be provided
for at the discretion of all of the members of the General
Assembly who reside in Allegany COUNTY, Garrett COUNTY, or
Washington [counties] COUNTY; and

(d)  The nonvoting members of the Council are the members of
the General Assembly who reside in Allegany COUNTY, Garrett
COUNTY, or Washington [counties] COUNTY and who are not voting
members of the Council, their terms as nonvoting members to be
provided for at the discretion of all of the members of the
General Assembly who reside in Allegany COUNTY, Garrett COUNTY,
or Washington [counties] COUNTY.

(a) The purpose of the Western Maryland Regional Tourism
Bureau is to:

(7)  Serve as a liaison between the Western Maryland
tourism industry, the Governor, the Department OF ECONOMIC AND
EMPLOYMENT DEVELOPMENT, other State agencies, private
organizations, and the General Assembly; and

(8)  Advise the Governor, the Department OF ECONOMIC
AND EMPLOYMENT DEVELOPMENT, and the General Assembly on programs
affecting the tourism industry.
